Exploring the Justification for Reducing the Old-Age Pension Eligibility Age for Disabled Persons

Abstract
This study addresses the issue of differential mortality by adjusting old-age pension eligibility age and strengthening old-age income security for those who have a higher risk of premature mortality as a result of disability. To evaluate the legitimacy of reducing the pension eligibility age, it estimated life expectancies of those with and without disability and investigated domestic and abroad cases for risk-related early retirement. The study proposes that reducing the pensionable age is justified as a meaningful old-age income protection measure only after disabled persons accumulate sufficient years of contribution in the Korean National Pension Scheme (NPS). Therefore, instead of adjusting the pension eligibility age, strengthening beneficiary right of old-age pension for disabled persons should become a policy priority. Finally, this study suggests that extending the concept of disability to those with congenital and childhood disabilities in the NPS is also an important pension policy measure for old-age income security for disabled persons.
